Established in 1992 to support An Act of Hope: Province Priorities for Strategic Planning, this fund provides small planning grants and larger project grants for initiatives coming from members of the Province and their collaborators which are designed to effect institutional and systemic change, promote human development, and develop grass-roots leaders.

CRITERIA FOR PHILIPPINE DUCHESNE FUNDING:
Only those proposals will be considered which are initiatives designed to further the Province's priorities, as stated in THE ACT OF HOPE.

1. TO EFFECT INSTITUTIONAL CHANGE: the proposal should demonstrate that it will influence the economic and political decisions and public policies that affect the lives of those involved in the program.

2. TO EFFECT SYSTEMIC CHANGE: the proposal should aim directly at changing social attitudes, economic structures and institutions that perpetuate poverty and injustice.

3. TO PROMOTE HUMAN DEVELOPMENT: the proposal should demonstrate that individuals will be empowered to develop their potential as human beings.

4. TO DEVELOP GRASS-ROOT LEADERS: the proposal should have an ongoing and systemic leadership training process for building the skills of established leaders and for developing new leaders.

TYPES OF GRANTS:
A. Planning Grants: A planning grant is to assist those who have the idea for a project for which a "project grant" may eventually be sought. However time and advice is needed to flesh out the idea(s) which would meet one or more of the specific criteria listed above.

1. The maximum amount awarded for a planning Grant will be $5000.
2. If more time is needed to complete the planning phase of the proposal, the $5,000 may be carried over into a second year.
3. If a second year of funding is needed for additional planning, this too, may be requested.

B. Project Grants:

1. The proposal must come from a group of RSCJ and must show collaboration with other groups and organizations of similar purposes.

2. The proposal must include plans for:

a. ongoing reflection and evaluation of the project;
b. sharing the experience and the results of the project with the Province as a whole -- e.g. area meetings, RSCJ WEB site, RSCJ Newsletter, teleconferences, etc.;

3. Financial projections must include realistic plans for additional funding from other sources (private, public, foundations, constituencies, etc) or otherwise indicate how you plan to achieve a balanced budget after the funding cycle is ended.

4. Second year grant requests must indicate other financial support or a plan for balancing the budget.
